WOFF2 is the font format the web uses: the same font as a TTF or OTF, compressed for delivery, and typically about 40% smaller.
It is a container rather than a different kind of font. The outlines, the spacing, the kerning and the OpenType features inside a WOFF2 are the ones that were put in; the format wraps them in Brotli compression designed specifically for font data. Every browser still receiving updates reads it, which means the old advice to serve WOFF alongside it is now just a second file nobody downloads.
It is for the web and only for the web. Word, Photoshop, Illustrator and your operating system will not install a WOFF2 — for those you want the TTF or OTF, which is why this archive publishes both. Going the other way, serving a TTF on a website works but costs your visitors roughly twice the bytes for no benefit at all.
